Bush Okays Blowing Up Mountains for Mining Companies

Bush is set to release a regulation tomorrow that will allow mining companies to blast the tops off mountains and dump the resulting waste in nearby streams and valleys.

Ummm... hasn't this practice been going on for years already in Appalachia? Close to a decade or more? I recall reading many years ago that Bush made a small change... classifying the waste from this practice as "clean fill"... which is what allows companies to dump everything in the valleys. What's new about this new change?
