Is Obama Dumping the Public Option?

"It had better be wrong."
That was the response of Representative Jerrold Nadler (D-NY) to Wednesday's Politico story that the Obama White House, as it retools its strategy for health care reform, has no intention of fighting for the inclusion of a public option that would offer government-run health insurance to companies and people who can't obtain affordable coverage elsewhere. And Jacob Hacker, a health policy expert who can be called the godfather of the public option, says, "The White House...has to be told in no uncertain terms that dropping the public plan is stupid and premature."
The Politico piece did not quote by name President Barack Obama or his senior advisers saying they were dumping the public option from their must-include list. So it's possible this was a trial balloon that could burst. But even though Obama had already declined to vow he would go to the mat for a public option, the story did rile up progressives on and off Capitol Hill.
"Without a public option, this bill will do a lot of nice things but only by throwing a couple hundred billion dollars at insurance companies," says Nadler, adding that a public option is necessary to hold down the cost of health insurance. "What is the point of passing a bill that mandates people to buy insurance that is going to be unaffordable?" he says.
Nadler insists that a bill lacking a public option cannot pass the Democratic-controlled House, noting that in July, he and fifty-six other House Dems sent a letter [PDF] he had drafted to House Speaker Pelosi declaring they would not vote for health reform legislation without a public option. (At the moment, it looks as if there's practically no Republican support for any health care reform measure that might be crafted by House Democrats.)
Though a public option can likely make it through the House without much assistance from Obama, Nadler notes points out that no such bill could succeed in the Senate absent pressure from Obama. If Obama doesn't make an effort, Nadler says, "I believe it will cause a very big split" in the Democratic Party.
Off Capitol Hill, progressives pressing for health care reform with a public option immediately began calling contacts in the White House to register objections. "We'll make our feelings known privately first," one says. "Then we'll come up with a public strategy." In an email to me, Hacker maintained that retreating on the public option will buy the White House nothing:
Haven't Democrats learned to stop preemptively negotiating with themselves? Let Democrats work the issue out in the House and Senate caucuses (that's where any deal will be made, because there will be virtually no Republican support for any element of the President's proposals). Meanwhile the President should push for the public plan.
Hacker noted that Obama had already
offered the Right an olive branch when he suggested he might prefer coops to the public plan, and the Right basically immolated the olive branch....I don't know what he gets by backing off. The public is supportive. The non-Maine Republicans will vote nay no matter what. And the wavering Democrats will probably go along, or at least not filibuster legislation over it -- if the President sticks to his guns.
"From a progressive point of view," Nadler says, "we've already compromised five or six times." He cites liberal Democrats' willingness to give up on a single-payer approach and to agree to several restrictions on a public insurance plan. But he acknowledges that voting against a bill without a public option will be a "test" for progressive Democrats: "A lot of them have said they will vote against such a bill, but will they?"
What of the argument that the House Dems should not permit the perfect to be the enemy of the good? Isn't half a loaf better than none? "I am convinced," Nadler remarks, "that you can't take a loaf without the public option because that's not sustainable, with the costs going up. If we did this, what will we accomplish in the end?"
On Wednesday afternoon, the news broke that Obama will deliver a major address on health care to a joint session of Congress on September 9. Now that it's crunch time, that speech could signal what Obama will actually be fighting for in the weeks ahead. If the president bails on the public option, Nadler warns, Democrats should prepare for a family feud that sure won't be pretty.

This is where the "hope" part comes in.
I find myself hoping that the President is pulling one of his campaign-proven-effective strategic moves, and just getting ready to offer the broadside to his opposition. It's a pretty general trend that to effectively govern, presidents must tend to the middle. I just feel it would be a shame if, in the interest of continually trying to remain bipartisan, he scuttles his own ship.
This is one instance where half a loaf is definitely unnacceptable, simply because they'd be cutting out the half of the loaf that actually makes the whole package work. Without the public option, nothing within the system will actually be "fixed," and we'll just see a continued rise in prices, perhaps with a continuing downward trend in positive health outcomes.

My God, if Obama does this it would be the absolute stupidest thing Democrats have ever done. If you have 45 votes in the Senate right now for a Public Option and Dems know they can't afford NOT to pass a bill, then you roll the other 5 you need and get the thing passed. There is nothing to be gained by giving more to the Repugs because they've already said they're more interested in making Obama lose than in passing anything. Why doesn't he seem to believe them? So he'd rather pass a bill that puts more costs on Americans, gives private insurers more customers and now forces you to buy from these thieves, gives you no choice between private and public insurance, and gives away the government's ability to negotiate drug prices? And on top of that disillusions the Democratic base, you know the ones who actually do the campaigning. Wow, I just hope this story is not true.

You are so right. If he drops the public option he will never recover from that. The Republicans will smell blood and never retreat from here on. Moreover, he will cause a serious erosion in his progressive base. It is time that he gives up on this bipartisan nonsense. He ran on this healthcare platform of reform and was elected overwhelmingly. I can't understand why he is now bending backwards to appease his enemies rather than pleasing his supporters? Hopefully he comes to his senses next Wednesday when he delivers his address to congress. But from the double messages I have heard so far, I am a little skeptical.

Considering, that he rode into the Oval Office on the promise of fixing health care - for the first time in my LIFE I will vote republican. Same goes for my senators and representatives. Yes, I know they will work in my worst interest, but this is what I expect and at least I will not be disappointed.

We would be exactly nowhere on health care without Obama. Would it have been better if he had just ignored the issue, citing the economic crisis. Maybe so, if people like you are going to react by turning against him. Sure - throw away any progress on the environment, on choice, on international affairs. Throw it all away if Obama doesn't give you exactly what you want on health care. Now there's a brilliant strategy for progressive causes!
How about instead working to elect more and better Democrats, so our leaders can actually get things done instead of having everything blocked in the Congress?

I'll tell you what's mindnumbingly stupid, continually voting for people who promise you one thing and then turn around and kick you in the teeth as soon as they are elected. What's mindnumbingly stupid is voting for people who feel that the only way they can be taken seriously and prove that they are not dirty hippie loving liberals is to very publicly humiliate their base as soon as they are in office. What's mindnumbingly stupid is continuing to vote for these people because they are the only game in town.
Personally, I won't vote for a Republican, but nor will identify with the Democratic party, if they F this up. I will register as an Independent. After all, that is who my "Moderate" Democratic friends keep telling me that Obama and his side-kick Rahm are trying to win over. If they are right, and I suspect that they are, my party is taking me for granted, so why should I not move to the party that they are catering to?

Let me explain, one of the commonalities in these bills is a Mandate that everyone buy insurance. There will be government subsidies for those who can't afford them. So with no public option all these insurance buyers will be forced into for profit insurance plans. That's what Nadler means when he says this:"Without a public option, this bill will do a lot of nice things but only by throwing a couple hundred billion dollars at insurance companies,"
Talk about mindnumbingly stupid! Handing billions of public dollars to one of the most hated industries in the country has to rank up there at the top of the list. Do we have to wonder if Republicans would pick up on that?
So if this is the route Obama and Rahm choose to take one would have a very difficult time arguing that the were NOT mindnumbinly stupid.
I second your opinion
We voted -- and won by a significant majority -- for Change. For the first time in years, my cynicism thought there might be a glimmer of hope for such change.
Now, what we appear to be getting instead is more of the same BS that we've had all along. I thought I voted for a leader. If Obama doesn't want to be the man he asked us to believe in during the campaign, then he has failed as a leader. The Republicans are right on this one. It will be Obama's Waterloo if he fails to deliver what he promised -- if not single-payer (which we know isn't going to happen), then at least a viable public option for the masses of uninsured. Moderates and disappointed progressives alike will abandon Obama and the Democratic party and its candidates in droves, and the Republicans win by dividing and conquering.
While I appreciate another commentator's point on third parties' willingness to offer something different, the reality is that most moderates are leery of third parties -- which have a tendency to be multiple voices crying in the wilderness rather than forces for actual political effect. Thus we get an endless circle of cause and effect where the two main parties remain in a constant trade-off of power.
For now, I'm going to hold out hope that Obama can convince the Democrats to unite to stand up for what they claim to believe in -- and what we VOTED for. If not, they don't deserve reelection. And Obama will be relegated to history's Jimmy Carter bin.

Of all the inane “mind numbingly stupefying” arguments I’ve heard to continue blindly supporting this administration; yours ranks up there as one of the most convoluted logical loops I’ve heard yet. Your logic reeks of idol worship and self delusion (here it is) - you voted for “our side” in order to foster real change, (now that they have proven to be ineffective, double faced and in bed with the same crooks as the Republicans) if you do not continue supporting them, then no change will occur.
All the other so called “progress” you’re referring to, has gaping loop holes wide enough to drive a truck through. To appreciate that, all you need is a modicum of common sense, objectivity and a desire to read some real news and analysis. What we need is not “ANY progress” what we need is REAL systemic reform. The former is cosmetic, the latter is substantive, meaningful and a hell of a lot more painful; It would mean that Obama would have to put himself on the line for the people who voted him in.
Truth is, both parties have the same patrons and are unlikely to ever change the very system that props them up. As long as Americans continue to believe that we can ONLY have two choices, the so called “progressives” will continue with this ridiculous cognitive dissonance charade.

I've just given up on the democrats as a party. It is the rare Democrat (Kucinich is one) who consistently take progressive social justice positions. Obama has done pretty much what I expected he would do: compromising, continuing war policies, moving backwards on health care.... (Even so he is vastly better than the Republicans.) But if the public option is scuttled -- mandating people get unaffordable and non-recission proof private plans -- we're probably better off with NO changes in our present broken system. That's a pretty sad state of affairs.
I for one no longer support the regressive policies of the dems. The Green Party offers another option and that's where my vote now goes.

Rather than vote republican, you should stay true to you progress ideals and finally have the courage and the fortitude to support the party that keeps its integrity and that is the the Green Party. Progessive Democrats are simply the enablers of a corrupt two party system. You shouldn't be surprised at what is going on, you should be suprised with yourself for believing anything different would happen. Repulicans and Democrats are two sides of the same coin minted by corporate counterfiters. The insurance compainies use well meaning people like you to get their foot in the door and then shove you aside the moment you stand in their way. The Green Party not only believes in progressive values they embody them in their charter and their platform. Can we say that about the Democratic Party? The proof is in their actions and nothing so far demonstrates anything more than lipservice and plattitudes toward progressive values. All the while they continue to make policies that bailout the defense, finance, auto, and now health care/pharmaceutical industries. So Marge, you had the right idea, only the wrong party. It is very stupid and completely unacceptable. We just cannot accept such a move and we need to make Obama understand that.

Why are people so surprised? It's just as mind boggling as when onlookers were shocked to see visibly armed men at Obama's public appearance. Have you not read the constitution? Then why the alarm at guns? Same goes for people putting their faith in their presidents and government. Have you not read your own history? Governments (in general) don't care about you being sick or healthy; they care about VOTES! If they didn't care about votes, they wouldn't be in government!
They swindled (and pacified) everyone with - 'here you go, we're gonna give you a black president - that must mean we're egalitarian and caring and...all that good stuff, right?'
And people who actually believe that one guy in government can convince all the other guys, and the interest groups, and the lobbies, are either suffering from psychosis or are intoxicated with something so strong it ought to be bottled and sold (after all, that is capitalism).

Is Obama, as some feared during the primaries, all oratory? He's certainly delivered on little he promised so far, although I give him credit for his economic policies. It seems the one campaign promise he's attempted to fulfill is bipartisanship, but I wonder if he's using that as an excuse for inaction.

if Obama doesn't FIGHT for, at the very least, a STRONG public option... So much for his promise to put Main Street before Wall Street..He needs to dump Rahm E. and all the corporate Dems who advise him. Obama's treatment of Howard Dean was disgusting.. He uses people then throws them under the bus. Maybe Obama is hoping the moderate Republicans will stick with him so he can afford to dump the Progressives. Instead of purging their own party of the crazies the Republicans are taking over the Dems....expecting us to move to the right ( while they call it center).
It's almost worse than when Bush was President ...nothing has changed..except now the liar is ours. I have no desire or drive to work on any campaigns. I'll give my money to independent media with the courage to quetion the events of 9/11 and a few progressive candidates like Dennis Kucinich and Cynthia Mc Kinney.

For a candidate who offered us real change, it's disappointing that Obama's given us nothing but spare change. I've never been so disappointed.

The corpse of health care reform, one more outright murder by those who claim to represent our best interests, should be laid to rest for now. What will be left of the public option will be another shameful gift to industry. Time to grieve and cut ties, to support and recruit progressive Dems, and to do what is necessary to neuter the rest -- all the way up the ladder.

Not Good Enough.
We deserve the SAME health care that WE are paying for Congress and the President to enjoy - no hoops to jump through, no red-tape, no co-pays, no bill that forces you to sell your house and go homeless, no BS, just first rate health care.

Want to cut costs? Stop prescribing patent medicines that have side effects which cause even more health problems and do very little to actually improve the condition they are prescribed for.
More liver and kidney failures are due to pills rather than booze.

Want to eliminate malpractice insurance? Put the FBI on it and if a guy is incompetent take his license because the AMA is not going to do that job. Practicing medicine is like owning a gun. There is no problem as long as you are not using it to hurt and kill people.

No, a public option is not
No, a public option is not enough and will turn out to be weak and probably full of holes. The Democrats need to shoot for a Single Payer Universal health insurance: there must be only one plan: when I am sick I get help, anywhere, anything, no exceptions. Forget about the treacherous pre-existing conditions, the co-pays, this plan, that plan, waiting periods, limits and exceptions for this and for that. These are all tricks to make you pay more for getting less and filling the coffers of the insurance companies. The latter are not needed for anything. They don't heal anything, invent anything, cure anything. They are just pencil pushers who are there for no other reason but to ladle off. Where do they get all these millions from they spend daily on their lobbyists? From your premiums, denied care and limited coverage. I hope Obama is finally the fighting leader we expected him to be and digs in his heels and fights for the millions of those who voted for him and are in dire straights when unexpected illness hits. If he digs in his heels and fights the way an LBJ did, I think a Single Payer Health Insurance can be realized this year. It is the only realistic health care reform. All else is patch work and unsatisfactory and will keep on creating much financial pain. Go it alone, Democrats, forget the Republics. And don’t come up with this whining lame line: we don’t have the votes, we don’t have the votes. Then get them! But things are not well if you have to push your 'leader', he should be pushing us. I am still hoping he somehow has some brilliant strategy up his sleeve. But I am not holding my breath.

Nearly 80% of the people say they want the choice when they understand what it is. By definition, the public option IS the middle. The opponents effectively siding with the insurance companies at the added expense of cash-strapped Americans are the ones in the minority. It is time for them to have to explain themselves -- how they can justify denying Americans something in their interest that they want. What kind of Democrat would do that?
