Blackwater's New Frontier: Their Own Private Africa

Will military contractors blur the line between aid workers and hired guns?

"You give me money, I don't care who you are." It was late October, and Zimbabwe's defense attaché, a soft-spoken, thick-shouldered lieutenant colonel, was explaining his country's freewheeling approach to business in the banquet room of the Liaison hotel on Capitol Hill. Mingling around him were representatives from some of the world's best-known private security and military contracting firms, gathered to explore their prospects in the industry's next frontier: Africa. None betrayed any eagerness to do business with Robert Mugabe, notwithstanding assurances from the beaming attaché that Zimbabwe—"the second-largest economy in southern Africa"—remains strong despite 231 million percent annual inflation. But there were plenty of other avenues to explore, including a recent shake-up in the US military's command structure that seemed to promise new demand for firms like Blackwater (which recently changed its name to Xe), Triple Canopy, and DynCorp.

The guests, dressed in business attire and the odd military uniform, were gathered for the annual summit of the International Peace Operations Association (IPOA), a trade group. Industry reps had traveled from as far as Dubai and Malta to discuss this year's topic—the Pentagon's newly established US Africa Command, or AFRICOM—and to browse booths hawking everything from armored vehicles to high-risk insurance. Arrayed on a table in the back were piles of corporate literature, complete with pictures of Third World children and Western contractors delivering aid, a popular industry meme. Among the big-ticket attractions was a keynote address from William E. "Kip" Ward, the four-star general in charge of AFRICOM.

The event drew record attendance, and industry veterans were not surprised. "Everybody's always been interested in Africa," Chris Taylor, a former Blackwater executive and now a vice president at Ohio-based Mission Essential Personnel, explained over drinks in the hotel bar. "It represents a huge opportunity for business."

Africa is no stranger to armed security contractors; the industry in its modern incarnation was born when mercenary firms like Executive Outcomes and Sandline International fought for embattled African governments during the 1990s, allegedly in exchange for diamond and oil concessions. Since then, security contractors have gained broader acceptance. But serious concerns remain about the role they might play in their old stomping grounds.

"There is a crying, desperate need for some of the services that these people provide," said Alex Yearsley, the head of special projects at Global Witness, a London-based human rights group. "There's no question they can do it. It's a question of when you're going to have a questionable regime hiring these people to kick out indigenous communities or [gain access to] mining areas. That's when it gets problematic."

To companies seeking entrée to the continent, the military's new Africa command could provide a key foothold. To pursue its mission of security, diplomacy, and development, AFRICOM's outreach and partnership director, Paul Saxton, told a packed audience at the conference, the command plans to enlist the help of the private sector. "We're reaching out."

Reliance on contractors, though, could add to the controversy already engulfing AFRICOM, especially the fears that the military's forays into development work could blur the line between aid workers and soldiers or hired guns. Taylor, the former Blackwater executive, downplayed such concerns. AFRICOM, he says, will likely train "partner nations" to provide a secure environment for humanitarian projects. "It doesn't mean that a bunch of dudes with guns are going to show up with bags of rice."

Perhaps not, but critics have also accused the Pentagon of using africom as a fig leaf for broader geopolitical objectives; they view the command as little more than a strategic maneuver to counter China's pursuit of Africa's natural resources. "I want to see it succeed," said the security director of a well-known NGO who is nonetheless wary of AFRICOM's mission. "I want to see development that is focused on empowerment, not as some tactic for US interests. That's not development. That's manipulation."

Africans, too, have greeted the Pentagon's plans with suspicion. As US officials toured the continent in search of a location for the new command's headquarters, they met with so much opposition that they eventually decided to operate from Germany for the time being. This frosty reception should have come as no surprise, Eeben Barlow, the former South African soldier who founded Executive Outcomes, commented on his blog in November. "Looking at...US administrations' record in Africa, it is one long script of betrayal, destabilisation, political blackmail and even worse." African nations, he noted, "remain extremely reluctant and wary to allow the wolf to guard their sheep."

But AFRICOM's start-up problems have not dampened the enthusiasm of Barlow's cohorts in the security industry. They also see opportunities in other federal initiatives—such as a massive, and little-known, State Department contract, the Africa Peacekeeping Program. Worth some $1 billion over five years, it covers work in countries including Somalia, Sudan, and the Democratic Republic of Congo, everything from logistics support and construction to training and advising African troops, flying aerial surveillance missions, and improving coastal security. Triple Canopy and Blackwater are said to be among those that submitted proposals.

At the IPOA conference, we spoke with two Blackwater representatives, who during that morning's panel discussion had taken seats beside AFRICOM's Paul Saxton. With Somali pirates' seizure of a Ukrainian ship carrying 33 battle tanks fresh in the news, they told us, the company saw opportunity in the area of "maritime security." In mid-October, Blackwater had announced that its 183-foot, helipad-equipped ship, the McArthur, was standing by to assist shipping companies in the area. (After being contacted by at least 70 shipping and insurance firms interested in its anti-piracy services, Blackwater in December held three days of meetings in London with prospective clients.) But the core of Blackwater's ambition in Africa is to transition away from the high-profile "personal protection" work that has brought it so much opprobrium in Iraq and Afghanistan; to that end, its representatives told us, it has opened an office in Nairobi, Kenya, the better to go after opportunities to train African military and security forces.

If the sheer number of companies represented at the ipoa conference is any indication, Blackwater's envoys will run into plenty of their competitors—and that makes some observers uneasy. "You start bringing these people on the scene, they come in as trainers, but at the drop of a hat they can be other things," said the ngo security director. "They have skills, they have something to bring, but it's a double-edged sword, and it depends on which edge is being presented."

The Rules

American security companies such as Blackwater, TC and DynaCorp must operate within the strict rules and regulations put emplace to prevent the type of rogue mercenary action that many people fear. If they violate State Department rules they will be shut down and are subject to full prosecution under anti mercenary laws of the United States. We should always be vigilant of private security companies but not the boogy man.

Futile to resist

Guys this is gonna happen. It's not if, it's when and under what circumstances and what supervision. People who think there is no place for private security are delusional. The west has betrayed and plundered Africa for centuries. There is no trust left to leverage. The U.S. is particularly guilty of turning its back at times of crisis, failing to lead, speaking with forked tongue and playing both sides of a-many-a-conflict. Most present day African governments do not have the capability (and therefore do not possess the trust of their citizenry) to deliver on their internal or border security problems. Private security is the only short-term solution to this problem, short of a 180-degree change in western government behavior, which can give these struggling governments the breathing room they need to establish the governance capabilities necessary to provide for their people. I am talking about food, medicine, water, jobs, etc, etc...Security comes first then these things. How many more decades are you prepared to go before someone, somewhere takes responsibility for the security of the populous in these countries?? Jake

No easy solution

The problem with that statement is that they take but don't give back to their people anyway. The so called leaders are just thugs and crooks. It is not always other countries fault for the actions of their own governments. You can't just dump money and resources that feed a problem. You have to cut the lifeline to the problem. Now we are talking military intervention and regime change. Are we ready to commit national wealth and treasure to that? If one use's the "what have they done to us approach" then we have no reason to militarily interfere with their politics. This is a much bigger issue than just propping up a government. It's what government you are willing to prop up.

Let's not forgot the reality of the situation: Africa was just fine until Europeans got together in Berlin and carved it up like birthday cake. Secondly, this is NOT military intervention and/or regime change. Blackwater/Greystone/Xe, DyneCorp, ASP Partners, etc all represent a new paradigm to try to enter into the lucrutive market of partnering no-nonsense sticks to the carrots of humanitarian aid. If you had just a few, say, ex-Marines, say 18, protecting one of the more vulnerable refugee camps in the Sudan and they were armed with NVGs and a few Barret 50's, all the standard stuff we use in the field anyway, I guarantee you any Janjaweed looking to rape and pillage will get his head knocked off. From 300yds out. By the Dozens if need be. Ruthless bandits the world over will only fall into line once the stick is finally comparable to the carrot. For far too long, that has not been the case. Now, we are finally in a position let the market dictate the price of these services and provide the personnel instead of paying out of our own national coffers/psyche and sending our volunteer soldiers. However, let's not lose track of the most important element. By employing us "sticks" in such a visible (and effective, if need be) manner, you are now able to much better implement both domestic and international "carrots" ie humanitarian aid, civil infrastructure buildup, etc without the past uncertainty that so often occurs when some group, whether out of authentic and genuine disenfranchisement/neglect such as MEND or outright greed, aka Master Thatcher, will throw efforts permanently off track and/or threaten commercial investments. Let me ask you: whats it worth to you to avoid another Rawanda or Bosnia? As an African born in America it is worth a lot for me but more importantly the market is willing to compensate me for my commitment. Secondly, if I am able to provide this service and do a small part to create the stability that allows more young people to go to school and become a part of the global digital community then that is an additional benefit to me as a business person AND an American Citizen. He went in there with a picked crew to help out the legitimaly elected President of the Belgian Congo and saved alot of Europeans from a barborous death as well as protecting the mineral rights of various Western countries in the Katanga area. Those with money will pay to protect resources or to take resources from those too weak to protect them - and Anton is bringing the guns and tanks and gunships to help. I wish Taco was being sarcastic, yet his comments prove convincingly why the idea of peacekeeping mercenaries is dangerous, no matter how good the idea looks on paper. The evidence is, people who want to help people go into social and humanitarian work, greedy people in an amoral pursuit of cash join mercenary companies. There are exceptions, but even a few people who are in a third world country with guns and no guiding sense of morality are the problem we are trying to fix, not the solution. There is a role for these mercenaries as political neutral security guards and in training programs, but use of these troops in the place of soldiers is dangerous.' A couple things on this. First, who said that PMC's should do this for cost or for free? The profit motive is a good thing, because it makes a company want to excel and be the best. It is a motivation. If you take away that motivation, then you take away the one thing that makes a business a business. So do you want a motivated business who wants to be there, and is driven to do a good job, or do you want some blue helmets who do not want to be there and are poorly trained for the task? Next, someone please tell me how the UN has done a far better job of providing security? It seems to me that UN missions have been abysmal because most missions either lack the manpower or the training to this stuff properly. And when you have poorly trained troops, who are outnumbered and ineffectual, then what benefit is the world body or that country that is hosting those troops getting from that? Worse yet, how many people have died because of poorly executed peace keeping missions, that lacked the manpower and trained personnel to make it happen? I also would like to remind the readers that 800,000 to 1 million people were killed in Rwanda during the genocide there. The world stood by while that happened, and that was certainly a travesty. Who stepped up to stop it? Who was willing to send troops? No one, and it was a classic scenario of a world looking the other way, while a heinous crime against humanity was happening. So during that episode, did we do everything in our power to stop it? Was there another option available? I think so, and the UN could have contracted the services of a PMC called Executive Outcomes. But they didn't, and they just allowed this to happen--criminal if you ask me. Eeben Barlow's company called Executive Outcomes was approached by the UN, as a possible solution to this crisis. This is what Mr. Barlow and Doug Brooks from the IPOA had to say about that shameful event: (Mr Brooks said) The UN contacted [Executive Outcomes] and said, “Could you end the genocide in Rwanda?” This was probably about two weeks into the genocide when nobody else in the world was willing to go in there, to deploy their military. And so EO is sort of between assignments… They said, “Yea, we could do that.” …They got the tickets and were about to head to New York and got another phone call saying the deal’s off. Shortly afterwards Kofi Annan would famously say, “Maybe the world’s not ready to privatize human security.” (Mr. Barlow said) “Rwanda was a horrific UN failure where lives were equated to dollars. Doug’s(IPOA President) comments aren’t entirely correct: EO wasn’t “between assignments” nor were we on our way to New York. This contract was awarded to the company after EO had assisted Ranger Oil with an equipment recovery operation in the harbour town of Soyo. Dubbed by the South African media as an attempt to assassinate the rebel leader Dr. Jonas Savimbi, EO found itself under constant UNITA attacks where it lost three of its men. This action saw EO as being recognised by the FAA and a contract to train its forces was duly awarded. In a short space of time, UNITA was defeated on the battlefield and sued for peace. The Angolan government, under pressure from the UN and the USA, were forced to terminate EO’s contract. EO was replaced by the UN’s peacekeeping force known as UNAVEM. Angola returned to war shortly thereafter. In March 1995, the company contained an insurrection of guerrillas known as the Revolutionary United Front (RUF) in Sierra Leone, regained control of the diamond fields, and forced a negotiated peace.[4] In both these instances they are credited with rescuing the legitimate government in both countries from destabilizing forces. In the case of Angola this led to a cease fire and the Lusaka Protocol, which ended the Angolan civil war — albeit only for a few years.[6] As is characteristic of one of the first Private Military Companies (PMCs), Executive Outcomes was directly involved militarily in Angola and Sierra Leone. The company was notable in its ability to provide all aspects of a highly-trained modern army to the less professional government forces of Sierra Leone and Angola. For instance, in Sierra Leone, Executive Outcomes fielded not only professional fighting men, but armor and support aircraft such as a single Mi-24 Hind and two Mi-8 Hip helicopters, and the BMP-2 infantry fighting vehicle. It also possessed medevac capabilities for the wounded to airlift out of combat zones via Boeing 707 aircraft. These were bought from lucrative sources in the worldwide arms trade within Africa as well as Eastern Europe. [7]. Blurring the lines that separate mercenaries like Blackwater - who profits from war and conflict - from aid, relief and peacekeeping organizations is idiotic. Blackwater has a dismal record on rules of engagement and has been associated with tax evasion, gun running, weapons stockpiling, recruiting death squad paramilitary personnel from Latin America and defrauding US taxpayers. Blackwater operates without oversight, transparency or accountability. Blackwater is a menace, a threat to democracy and scourge upon civil society.

No matter how much we say

No matter how much we say humanitarian assistance should not be politicized, it is exactly that, not to mention the greater interests that lie after the aid is delivered. This is what is crooked to begin with. If you are expecting a thank you at the end of the assistance you deliver to those in need makes you not a hero but a businessman, and United States like other countries sitting on larger stacks of cash than the those less privilaged have always ventured into developing regions following their entrepreneurial gusto. However, a developing region may not necessarily WANT that intervention. And that is their outmost right, Africa belongs to the Africans at the end of the day, not us "Westerners" with our "Western ways" of doing things. To aid, you have to understand. What is a "barbarian massacre" for most of us, is indeed people defending their own territory with little they have got. Congo, DRC, Nigeria, Chad, Sudan, Ethiopia, Somalia at the end of the day belongs to Congolese, Nigerians, Chadians, Ethiopians and Somalis. Not to us. And although it is naive to expect businessmen to have respect for the native owners of the land, those of us discussing over international intervention can at least keep that as a food for thought before rambling on with our remarks.
