Alaska's governor campaigned as an anti-earmark crusader, but the just-passed omnibus spending bill contains several she sought.

On the campaign trail last year, Alaska's Republican governor, Sarah Palin, sold herself as a crusading reformer who despised earmarks--those federal spending projects that Capitol Hill legislators of both parties slip into appropriations bills. Though her claim to have turned down an earmark for the now-infamous Bridge to Nowhere was debunked by assorted media outlets, she kept on insisting that if she were elected vice president, she would lead a charge in Washington against earmarks.

That was then. The omnibus spending bill that President Barack Obama signed on Wednesday includes earmarks that Palin sought.

The $410 billion bill has been lambasted by Republicans and a few Democrats for being loaded with nearly 9,000 earmarks covering $7.7 billion in projects. Senator John McCain, Palin's former ticket-mate, has blasted Obama for supporting the earmark-laden legislation. ("So much for the promise of change," an angry McCain howled from the Senate floor.) But earmarks in the bill are quite generous to Palin's state. According to Taxpayers for Common Sense, a Washington-based watchdog group, Alaska will receive more money, per capita, from the bill's earmarks than any other state. (Alaska will pocket $209.71 for each state resident.) One hundred earmarks in the bill, worth a total of $143.9 million, are tagged for Palin's state.

Asked by Mother Jones about the Alaska earmarks, Bill McAllister, Palin's communications director, pointed to Sen. Lisa Murkowski (R-Alaska) and Rep. Don Young (R-Alaska) as responsible for these provisions. But in an email, he noted that a "few of [the Alaska earmarks] were requested directly" by Palin. But how many? And which ones? McAllister declined to say. Mother Jones also asked McAllister if Palin believes it was appropriate for Murkowski and Young to insert these earmarks into the legislation and whether she will reject any earmarked funds. He did not answer those queries either.

At the Republican convention in Minneapolis last summer, Palin introduced herself to America by declaring she was a foe of wasteful spending who had "championed reform to end the abuses of earmark spending by Congress." She claimed that she had said "thanks, but no thanks" to America's most infamous earmark, the Bridge to Nowhere. During the presidential campaign, McCain railed incessantly against earmarks, at one point thundering that if he made it to White House, "I will take an ink pen and I will veto every pork barrel earmark spending bill that comes across my desk."

In trying to beat back the omnibus spending bill, McCain denounced earmarking as a "corrupt practice." And he employed the timeworn tactic of publicly mocking silly sounding appropriations: "How does anyone justify some of these earmarks: $1.7 million for pig odor research in Iowa; $2 million 'for the promotion of astronomy' in Hawaii; $6.6 million for termite research in New Orleans; $2.1 million for the Center for Grape Genetics in New York." But, as they often say in Washington, one legislator's pork is another legislator's necessary program.

The earmarks that Palin apparently will accept could also be ridiculed in a McCain-ish fashion. They include $475,000 to construct a "heritage center" in the Chilkat Indian Village; $150,000 to support private industry participation in two international fishery groups; $200,000 for investigating and prosecuting bootlegging; $200,000 for researching the king crab; and $855,000 for building fairgrounds. The Alaska earmarks also include $1.2 million for construction work on an airport on Akutan, a tiny island that relies on seaplane for contact with the Alaskan mainland. (The Coast Guard handles medical emergencies.) The island has roughly 800 residents. Could this be dubbed the Airport to Nowhere?

Whether or not any of these projects is worthwhile--the people of Akutan might need an airport to keep their community alive--Palin is certainly not decrying earmarks when they are benefiting her state.

Alaska's earmarks have been primarily the handiwork of Murkowski and Young. Former Senator Ted Stevens secured some of them, but had then transferred to Murkowski when he lost his seat in the 2008 elections after being convicted on corruption charges. According to Taxpayers for Common Sense, Murkowski scored big with 71 solo earmarks, the second highest number in the Senate, totaling over $74 million. (Counting also the earmarks she requested jointly with other legislators, Murkowski won a total of $181.5 million in projects.) Young, Alaska's only House representative, obtained 10 solo earmarks, worth $22.5 million. All his earmarks total $71.3 million, making him the 11th most productive earmark-seeker in the House. All of this funding is headed Alaska's way even though, according to Bureau of Labor Statistics numbers, Alaska is one of the few states that experienced an increase in employment during 2008. ("Our state budget is under control," Palin said at the convention. "We have a surplus.")

Despite her ample earmarking, Murkowski harshly criticized Obama's stimulus bill for containing wasteful spending. "At a time when every dollar counts," she said, "we went overboard." Yet she voted for the omnibus spending legislation--because of the earmarks. "Although I have concerns about the price tag of this bill," she explained, "I heard from a number of Alaskans telling me how important some of the Alaska-specific projects were to their cities, towns, communities and villages. Defeat of this bill could have resulted in Alaska missing out on nearly $200 million in funding."

In other words, earmarks rule in Alaska. And Palin, who last year tried to ride an anti-earmarks campaign into the vice presidency, is apparently willing to exploit the earmarks process, make her own requests, accept all the money that comes, and put that crusade of hers on hold.

Let's keep it real

(Almost) nobody turns down money. Earmarks are only bad when they are going towards other people's projects. When you've got a chance to bring federal money home to your constituents, you jump at that chance. Although Obama taking some heat for not outlawing earmarks, the vast majority of people in both parties are thrilled that he's not picking that fight.

Obama hypocrisy

First, there IS plenty to say, particularly given the short time Obama has been in the national limelight, and the very short time he has been in office as President. Just for some examples, there was plenty of talk about ending "politics as we know it," including by ending earmarks and by greater transparency, the latter specifically by making sure the provisions of all contemplated legislation were available for ample review prior to a vote. The biggest legislation of Obama's administration so far is the so-called stimulus bill. It included many things that were not focused on economic stimulus (misnomer of legislation is part of politics as know it), Obama specifically urged rapid passage despite the length and complexity of the legislation which he knew full well would make it impossible to complete meaningful review of it, and he signed it despite the fact that it was loaded with pork. So much for those promises. And it's only mid-March. Second, what do you mean "people like you" ? The poster to whom you responded posted anonymously, as do you. What are you talking about? Third, I think it is legitimate comment that MJ should be just as critical of Dems and liberals as they are Reps and conservatives when either violates a given principle. As to a defense of Palin, I don't particularly want to defend her. I will say that the piece seems very slanted -- Palin's office concedes that she asked for some provisions that involved spending in AK and the article then proceeds as if she was in Congress and put in all the AK earmarks. Also, I think the implication is that she consistently sought the "bridge to nowhere" funds and my recollection is that she was not as divorced from that as she claimed nor as tied up in it as her critics claimed.

Because 1) Crusading against earmarks wasn't his crusade, it was McCain's. 2) He didn't insert the pork, then rail against the bill as wasteful spending but making sure there were enough votes to make it pass so that he could go home and tell his constituents about all the money he secured for them while trying to claim the mantle of fiscal conservative. 3) It was unfinished business duringthe Bush administration. 4) Tell you what, when you find one thing that he made as a campaign promise that he hasn't kept up, you let me know.

OBAMA campaigned against earmarks too!

Both sides are being hypocrites. This is an amazing example of what one reader called the "left/right" dichotomy. People are so into shaming the "other side" that they fail to go after their own party for doing the things they criticize. This only makes our arguments sound disingenuous.

Obama campaigned against earmarks, pledged not to seek any in 2009, and voted for a provision that would have placed a one-year ban on earmarks. But he sought earmarks in this very legislation - but then scrubbed his name from the item, and he signed on to it, dismissing it as "last year's business."

Republicans sponsored them and railed against them; Obama railed against them then sponsored them. I don't see the difference here.

Palin's global positioning

I can't blame Palin for being a hypocrite because she is too dim-witted to be held responsible. We the people need to understand something very important. In the conservative movement, the power brokers do NOT revere stupidity. They use it to their benefit. They selected Bush-W to run their affairs because he was like a Charley McCarthy ventriloquist's puppet. Same with Palin. McCain did not select her. His financiers did and he was forced to go along with the program. Nn one really expected the Democrats to out raise the Republicans, (especially not a brother from South Chicago). What that occurred, McCain was left with two new rules: a. He whined about Obama having rejected public funding (now THAT took chutzpah--for Mr. John McMoney to cry sour-grapes). b. Obama hypocrisy

Obama most certainly deserved to be criticized for backing out on his pledge as to funding as soon as he could see it was not to his advantage to keep it. I don't think there should even be public financing of campaigns, and I have NO problem with a candidate foregoing taking tax dollars to spread his or her message and instead depending on funds given voluntarily. But if you are going to say you are all for public financing and are going pursue a campaign that is totally publicly financed, then when you renege on that pledge, you deserve to be criticized. There is way more to Obama than that one thing, but on that issue, he did not behave well.

Public financing

What people often fail to appreciate is that Mr. Obama was morally obliged to keep the best interests of the membership of the Democratic party as his first priority. As the nominee, he was the leader and maybe he jumped-the-gun when he made the pledge. But it was NOT his money. His job was to safeguard it--as best as possible, given the exact circumstances, which just so happened to have changed in the months following his pledge. The irony here is that I would not want a president who was either too timid or too dumb to put his earlier mis-statement before the goal of using that cash advantage to win. Having the extra contributions, especially since Obama's average donation was like 1/5th of McCain's, is nothing to be ashamed of. Quite the contrary. Old ladies were giving up chicken with their dumplings to send Obama a few bucks. The least he could do was his best to insure that they would not have to wait another 4-years (some might not live that long) to have another chance. Respectfully submitted~

Earmarked projects

Earmarked projects on-the-most-part are not frivolous. Money spent on projects that upgrade our infrastructure; scientific, medical and technological research and development; monitor weather patterns and oceans; studying animal habitats, etc... is beneficial and necessary for our heath, safety and welfare. Take for example: while on the campaign trail, Palin, who proclaims to be an advocate for autistic children, was often heard mocking the study of fruit flies. Apparently she was not aware that the fruit fly is a key to understanding autism. I would suggest McCain ask the people who live downwind from pig farms what effect the odours have had on their health and their children's. Evidently he did not know that it is a serious health hazard. Jindal, who derided money spent on monitoring volcanoes, ought to ask the folks in Alaska, Hawaii & Washington if that is a waste of money. One researcher from the US Geological Center said, "We don't just throw money down a crater and watch it burn." Money allocated for bee research is not silly or wasteful either. Bees are disappearing at alarming rates and no one knows why. Without bee pollen fruits, vegetables, almonds, flowers, etc... will cease to exist. Notably those whining the loudest have a fair share of earmarks in the spending bill themselves. McCain and his colleagues' say they are really serious about eliminating wasteful pork-barrel-spending. They might be more convincing if they actually acted on it instead making TV appearances just to complain. Words ring hollow without action. So stop with the grandstanding, gimmicks and hypocrisy and get to work.

The main problem with

The main problem with earmarks is that they are not part of the normal debate that goes into legislation. Instead, they are simply "gifts" inserted to spending bills. And out of that fact, comes all the other problems. While some of the earmarks go to legitimate projects, others are questionable. Also, there's lack of accountability and transparency. Apprently, people can just delete their name from a handout -- as Obama has done. Finally, because there's no public scrutiny, earmarks often go to people or institutions with political ties to the candidate. HOw is this different from the Blagojevicy "pay to play" system that has people spewing and fire and brimestone?
